Preheat your oven to 350°F (175°C).
In a skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Add the taco seasoning and water according to the packet instructions. Simmer until thickened.
Warm the refried beans in a small saucepan over low heat.
Place a tortilla on a flat surface. Spread a layer of refried beans down the center, followed by a portion of the ground beef mixture.
Roll up the tortilla and place it seam-side down in a baking dish. Repeat with the remaining tortillas.
Pour the enchilada sauce over the burritos, covering them completely.
Sprinkle the shredded cheese on top.
Bake in the preheated oven for 20-25 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let cool slightly. Serve topped with shredded lettuce, diced tomatoes, and sour cream.
