Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
In a mixing bowl, combine the flour, brown sugar, baking powder, cinnamon, ginger, cloves, nutmeg, and salt.
Add the cold, cubed butter to the dry ingredients. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.
Add the milk and mix until the dough comes together. If the dough is too dry, add a little more milk, a teaspoon at a time.
Roll out the dough on a lightly floured surface to about ¼ inch thickness. Cut into desired shapes using cookie cutters.
Place the cookies on the prepared baking sheet. Bake for 12-15 minutes, or until the edges are golden brown.
Allow the cookies to cool on the baking sheet for a few minutes before transferring to a wire rack to cool completely.
