1. In a saucepan, bring the water to a boil. Add the quinoa and a pinch of salt. Reduce heat to low, cover, and simmer for 15 minutes or until the water is absorbed.
2. Remove the saucepan from heat and let it sit, covered, for 5 minutes. Fluff the quinoa with a fork.
3. In a mixing bowl, combine the cooked quinoa, lemon zest, lemon juice, olive oil, parsley, mint, and garlic. Mix well.
4. Season with additional salt to taste. Serve warm or at room temperature.
