1. In a mixing bowl, combine flour and salt. Cut in butter until mixture resembles coarse crumbs. Gradually add ice water, tossing with a fork until dough forms a ball. Wrap in plastic wrap and refrigerate for 30 minutes.
2. In another bowl, combine apples, sugar, cinnamon, nutmeg, and lemon juice. Set aside.
3. Roll out dough on a lightly floured surface to ⅛-inch thickness. Cut into 5-inch circles. Place a small amount of apple mixture on one half of each circle. Fold dough over filling and press edges with a fork to seal.
4. In a frying pan, heat oil over medium heat. Fry pies, a few at a time, until golden brown, about 2-3 minutes on each side. Drain on paper towels.
