Instructions 

  1. Preheat your oven to 350°F (175°C). Grease an 8x8 inch baking pan.
  2. In a large bowl, whisk together the flour, sugar, baking soda, salt, and cocoa powder.
  3. Add the water, vegetable oil, vinegar, and vanilla extract. Mix until smooth.
