Instructions
Preheat your oven to 350°F (175°C).
In a medium bowl, combine the flour, baking powder, salt, ¾ cup of the granulated sugar, and 2 tablespoons of cocoa powder.
Stir in the milk, melted butter, and vanilla extract until smooth. Pour the batter into an ungreased 8-inch square baking dish.
In a small bowl, mix the brown sugar, remaining ⅛ cup granulated sugar, and ¼ cup cocoa powder. Sprinkle this mixture evenly over the batter.
Pour the boiling water over the top of the batter. Do not stir.
Bake for 35-40 minutes, or until the center is set and the edges are bubbly. Let it cool for a few minutes before serving.
